Using a medium sized bowl, stir together the flour, brown sugar, oats, cinnamon, and salt.
Add in the butter and rub it into the dry ingredients using your fingers. Combine until the texture is crumbly, but has no large chunks of butter. Refrigerate until the filling is complete.
Apple Filling
Peel the apples, then cut into slices that are 1/8 to 1/4 inch thick.
Whisk together the melted butter, flour, water, sugar, cinnamon, and nutmeg.
Pour the mixture over the apple slices and toss to coat.
Spoon the apples into the greased pan, the crumble the oatmeal crumble over the top.
Bake for 30 to 40 minutes, or until the top is golden brown and you can see the apples bubbling around the edges of the pan.
Remove from the oven and allow to cool (at least 10 minutes) before serving.
