In a mixing bowl, stir together the flour and salt. Cut in butter (or shortening) until the pieces are the size of small peas.
Sprinkle 1 tbsp of the water over part of the mixture. Gently toss with a fork. Push to the side of the bowl and repeat until all is moistened. Form the dough into a ball.
On a lightly floured surface, flatten dough with your hands. Roll dough from the center to the edges, forming a circle about 12 inches in diameter. Wrap the pastry around a rolling pin.
Unroll the dough on a 9 inch pie plate. Use care not to stretch the dough.
Bake as directed in your desired recipe.
